Floating storage and regasification units have become the infrastructure solution of choice for emerging LNG import markets across Asia and Africa, and the technology and economics of FSRU deployment have evolved significantly over the past decade. The fundamental appeal of FSRUs relative to onshore LNG receiving terminals is their speed of deployment and capital efficiency. A greenfield onshore terminal typically requires 4–6 years to develop and USD 500 million to USD 1.5 billion in capital expenditure, depending on scale and location. An FSRU solution can be operational within 12–24 months of contract execution and requires significantly lower upfront capital, with the vessel typically leased rather than owned by the project developer. This makes FSRUs particularly attractive for markets where the urgency of energy security requirements is high and where the long-term demand trajectory is uncertain.
The vessel market has matured considerably, with a global fleet of approximately 45 FSRUs now in operation and a further 15 on order. Charter rates have stabilised following the spike of 2022–23, when the European energy crisis created exceptional demand for floating regasification capacity. Current day rates for modern FSRUs are in the range of USD 90,000–130,000 per day depending on vessel specification and charter term, representing a significant reduction from the USD 200,000+ rates seen at the peak.
The technical considerations for FSRU deployment are complex and site-specific. Key variables include water depth and seabed conditions at the mooring location, distance from shore and the associated jetty and pipeline infrastructure requirements, wave and current conditions that affect vessel motion and offloading operability, and the specification of the send-out system required to match downstream gas network pressure requirements.
